| The EPA conducted a blind protocol gas audit in 2003. Their audit resulted in a Pass/Fail rating of each supplier for each protocol gas audited. Does the Pass/Fail Rating System give an accurate evaluation of suppliers? We at Praxair do not believe that the Pass/Fail Rating System provides a complete evaluation of supplier performance. |  |

For a comprehensive rating of supplier performance, Praxair has developed a numerical analysis which uses all valid measurements reported by the EPA contractor and the initially reported supplier tag values.
